The Conseil national des professions des arts visuels (CNPAV) held its plenary meeting under the chairmanship of Christopher Miles, Director General of Visual Arts, at the Ministry of Culture on September 12, 2025, marking the launch of its new roadmap. This session brought together the main professional organizations, including the Union des Photographes Professionnels (UPP), to address the major issues affecting the entire industry. The CNPAV's mission is to modernize and secure a fast-changing industry.

1. Welcoming new members appointed by the order of June 30, 2025 :

- Association for the Development and Research of Art Libraries (ADRA)

- Arts in residence

- The Agency for the Promotion of Industrial Creation (APCI)

- the national association of art and design colleges (ANdEA)

The CNPAV also welcomes Gaëlle de St Pierre, who is leading the CNPAV this year.

2. Call for candidates for election to the CNPAV Board of Directors

The UPP is a candidate for the Bureau, and has sent Christopher Miles a statement of its motivation for the position.

3. roadmap for the year

The Ministry has announced a 3-year extension of the tax exemption for art purchases provided by article 238 bis AB of the French General Tax Code.

What subjects will we be working on this year?

- At the heart of the discussions, the legal security of relations between professionals and the fair remuneration of authors are at the top of the agenda. The CNPAV will work to strengthen legal frameworks to guarantee better protection for works and creators. Against this backdrop, the Union des Photographes Professionnels (UPP) stressed the need to defend photographers' work against misuse by artificial intelligence, and called forstrict regulations to prevent authors' works from being used without their consent to drive generative AI.

- Another crucial point concerns the remuneration of authors' work. The UPP denounces the growing pressure exerted by both public and private broadcasters, who seek to obtain "all-rights" assignments for derisory remuneration. The aim is to put an end to this trivialization of images and to ensure that the value of artistic creation is respected. It is also necessary to reinforce compliance with social and tax rules by all distributors, for authors and to fight more effectively against unauthorized reproduction and distribution.

The CNPAV also intends to provide concrete answers to the challenges of inclusiveness and diversity in the sector, to enable all talents to express themselves, whatever their background or origin. Efforts will also be focused on the sector's ecological transformation, an issue of growing importance.

The mobilization is collective. The organizations that make up the CNPAV are committed to working together to move these issues forward. TheUnion des Photographes Professionnels will be present in the discussions. It will study and defend the issues that it considers to be of the utmost importance, particularly as they concern photographers:
- Securing authors' work against misuse by AIs
- Compliance with social and tax rules relating to the distribution of authors' photos.
- Protection of works against unauthorized reproduction and distribution.
- Setting a fair price in a context of trivialization of photography and pressure from public or private distributors who pay little and/or demand "all-rights" assignments.
